To improve enforcement, DTCP splits Gurugram Dist into three zones.

The Department of Town and Country Planning (DTCP) in Gurugram has taken measures to enhance the effectiveness of enforcement activities and curb illegal construction. To achieve this, the district has been divided into three zones, and two new enforcement officials have been appointed for a period of three months to oversee enforcement activities and demolition drives in their respective zones.
According to officials, the first zone comprises Sector 1 to Sector 57, the second zone includes Sector 58 to Sector 80, and the third zone covers Sector 81 to Sector 115. The order for this division was issued by DTCP Director General TL Satyaprakash on Thursday.

The enforcement wing of the DTCP is responsible for preventing violations in private licenced colonies and monitoring land use changes in urban areas across the district. With the significant expansion of residential and commercial areas in the last decade, the workload of the department has increased exponentially. To address this, senior DTCP officials believe that augmenting the number of overseeing staff is necessary.

Recognizing the multifaceted responsibilities of the enforcement wing, the order issued by Satyaprakash stated, “Keeping in view of the multiple functions of the enforcement wing, it was felt that the services of two more enforcement officers were required to strengthen the enforcement wing in Gurugram.”

RS Bhath, the District Town Planner (Headquarters) in Chandigarh, explained that the appointment of two additional enforcement officials aims to streamline the enforcement work. He stated, “Presently, the enforcement team covers a very large area, and that is why we have divided the district of Gurugram into three zones. The move will help curb unauthorised colonisation, prevent illegal and commercial activities, and address violations in licenced colonies and land use change sites.

Deploying more staff on the ground will make the enforcement wing more effective.”
By dividing the district into zones and assigning dedicated officials to each zone, the DTCP aims to optimise the enforcement process and improve its ability to detect and take action against illegal construction. The enforcement officers will be responsible for conducting regular inspections, identifying violations, and initiating appropriate measures to rectify them. They will also coordinate with other departments and agencies involved in urban planning and development to ensure adherence to regulations and maintain the integrity of licenced colonies and land use change sites.

Gurugram has witnessed rapid urbanisation and significant real estate development over the years, leading to an increased demand for housing and commercial spaces. In an order issued by Satyaprakash, the district town planner (enforcement), the responsibilities for addressing violations, illegal colonisation, and related matters have been reorganised among officials based on sectors. Manish Yadav will continue to be the overall in-charge of licenced colonies and CLU sites, but his role will now be focused on taking action against violations in specific sectors.

Yadav has been assigned areas spanning from Sector 1 to Sector 57 Gurugram. Within these sectors, he will be responsible for identifying and addressing violations in controlled and urban areas. Additionally, he will handle all violations related to licenced colonies, CLU sites, and the preparation of reports. This sector-wise approach aims to ensure a more efficient and targeted enforcement process.

Binesh Kumar, the district town planner (Mewat), has been entrusted with the areas encompassing Sector 58 to Sector 80. These regions primarily include the agricultural zone within the Gurgaon-Manesar urban complex on the southern side, along with areas falling under the Sohna and Gwal Pahari master plans. Kumar’s main task will be to detect violations and prevent the development of illegal colonies. He will issue notices, conduct demolition drives, and handle matters pertaining to building plans within his designated sectors.

Similarly, Sumit Malik, the district town planner (MCG), has been assigned sectors 81 to 115 Gurugram. These sectors cover the agricultural zone within the Gurgaon-Manesar urban complex on the northern side, as well as areas falling under the Pataudi and Farrukhnagar master plans. Malik’s primary responsibility will be to identify and address unauthorised colonisation. He will issue notices, conduct demolition drives, and handle various other tasks related to his assigned sectors.

The restructuring of responsibilities based on sectors aims to streamline and enhance the enforcement efforts in Gurgaon.
