The Election Laws (Amendment) Bill also wants to let electoral registration officers ask people who are already on the electoral roll for their Aadhaar number for “authenticating entries on an electoral roll and identifying registration of a person’s name in more than one constituency or more than once in the same constituency.”

It also says that “no application for inclusion of a name in the electoral roll shall be denied, and no entries in the electoral roll shall be deleted because an individual is unable to furnish or disclose his or her Aadhaar number due to such sufficient cause as may be prescribed.”

Members of the Lok Sabha were given a copy of the bill ahead of its introduction. It proposes to change some of the rules in the Representation of the People Acts, 1950 and 1951, as well as many other things.

Statement of Purpose: Section 23 of the RP Act, 1950, which governs elections, will be changed “to reduce the scourge of multiple enrolments of the same person in different localities.” This is what it says in the bill.

Section 14 of the RP Act, 1950, will be changed so that “qualifying” days can be set up for people who are eligible to vote in the future.
