The Delhi excise policy, which was implemented by the Aam Aadmi Party (AAP) government in November 2021, has faced significant developments and controversies. The policy aimed to regulate the sale and distribution of liquor in the city. However, it was later abandoned in September of the following year due to allegations of corruption.

One of the prominent figures involved in this case is Manish Sisodia, a leader from the AAP. Today, the Delhi High Court rejected his bail application in relation to the alleged irregularities associated with the now-scrapped Delhi excise policy. The court determined that Sisodia is “not entitled to bail at this stage.”

In addition to Sisodia, the high court also dismissed the bail pleas of three other individuals: Abhishek Boinpally, Benoy Babu, and Vijay Nair. These individuals are co-accused in a money laundering case initiated by the Enforcement Directorate (ED), the agency responsible for investigating financial crimes.

Manish Sisodia’s legal troubles began on February 26 when he was first arrested by the Central Bureau of Investigation (CBI), more than six months after the FIR was registered. Subsequently, on March 9, the ED arrested Sisodia in the same case following several hours of questioning at Tihar Jail.

However, as the policy was being implemented, it began to attract serious allegations of corruption and financial misconduct. These allegations revolved around the process of granting licenses to liquor vendors and the subsequent running of these establishments. It was alleged that the selection of vendors and the allocation of licenses were marred by irregularities, favoritism, and bribery. Furthermore, concerns were raised about the transparency and integrity of the policy’s execution, as it was claimed that influential individuals and businesses were given preferential treatment, while smaller players were sidelined.

Manish Sisodia is a prominent Indian politician and a member of the Aam Aadmi Party (AAP). He was born on January 5, 1972, in Patparganj, Delhi. Sisodia has played a significant role in the development and growth of the AAP, particularly in the areas of education reform and governance.

Sisodia holds a degree in Journalism from Delhi University and has a background in activism and social work. He was actively involved in the anti-corruption movement led by Anna Hazare in 2011, which played a crucial role in the formation of the AAP. Sisodia joined the party soon after its inception in 2012 and emerged as one of its key leaders.

Manish Sisodia’s political career took off when he won the Delhi Legislative Assembly elections in 2013, representing the Patparganj constituency. He was appointed as the Deputy Chief Minister of Delhi and also held the portfolios of Education, Finance, Planning, and Urban Development in the AAP-led government. Sisodia’s tenure as the Education Minister was marked by his focus on transforming the education system in Delhi.

Both investigations centred on Manish Sisodia’s involvement and sought to determine his culpability for the irregularities associated with the excise policy. The charges against Sisodia were wide-ranging and included bribery, favouritism, misuse of power, and financial impropriety.
