MSMEs: The Growth Engine of Rajasthan, Contribute 25% to the State GDP

Micro, small and medium enterprises play a vital role in balanced regional growth of any state.

Rajasthan has a well-developed industrial ecosystem, including a large pool of industrial land bank, investor friendly environment, a ready market, attractive policies & incentives, abundance of raw material, skilled manpower, and a robust institutional mechanism, among other things, which provides enormous growth opportunities for MSMEs in the state.

This enabling environment has resulted in establishment of more than 6,00,000 enterprises under MSME category which accounts for ~98% of the total existing enterprises of the State. MSMEs in the state constitute close to 25% of State GDP and have created employment opportunities for 37 lakh people.

In the year 2021-22, the state’s exports grew by 44% to Rs 72,000 crore as against Rs 50,000 crore in the year 2019-20.These MSMEs are spread across sectors such as Textiles, Handicraft, Mining, Agro & Food Processing, Metal Craft, Footwear etc.

MSME specific Initiatives by Government of Rajasthan

In its push to catalyze growth of MSMEs, the Government of Rajasthan has undertaken various measures.

  • The State Government has enacted Rajasthan Micro, Small and Medium Enterprises (Facilitation of Establishment and Operation) Act 2019, which provides exemptions from all approvals and inspections such as permission, NOC, clearance, consent, approvals, registration, license etc. under any state law in connection with establishment or operation of enterprise for a period of 3 years.
  • The State Government has established “RAJNIVESH”, a One Stop Shop, where permissions from 14 different departments are delivered under one roof.
  • The State Government has notified Mukhyamantri Laghu Udhyog Protsahan Yojana (MLUPY) 2019, which offers interest subsidy of upto 8 percent on term loan to new as well as existing enterprises undergoing expansion / diversification.
  • The State Government has identified MSME as a thrust sector in the Rajasthan Investment Promotion Scheme (RIPS) 2019, which offers several fiscal benefits.
  • The State Government has established a dedicated MSME Investment and Facilitation Centre (MIFC) for providing handholding support to MSMEs.
  • The State Government has established nine Micro Small Enterprises (MSEs) Facilitation Councils for providing support to MSEs in delayed payment cases.

Policy Friendly Environment

MSME Policy 2022  to provide financial and technical support to MSMEs and to enhance their contribution to the State’s GDP as well as exports. It also envisages setting up 20,000 new MSME units with a cumulative investment of Rs. 10,000 crore.

Rajasthan Micro, Small and Medium Enterprises (Facilitation of Establishment and Operation) Act 2019

This act provides exemptions from all approvals and inspections such as permission, NOC, clearance, consent, approvals, registration, license etc. under any state law in connection with establishment or operation of enterprise for a period of 3 years.

 

  • Mukhyamantri Laghu Udhyog Protsahan Yojana (MLUPY) 2019

MLUPY offers collateral free loans of upto Rs. 10 Lakh and interest subsidy to new as well as pre-established enterprises on loans. Under ‘Mukhyamantri Laghu Udyog Protsahan Yojna’, 17,273 youth have been provided loan of Rs.4,269 crore and interest grant of Rs.93.15 crore so far.

  • Rajasthan Investment Promotion Scheme (RIPS) 2019

An attractive package of general financial incentives (exemption and subsidies) is available under RIPS 2019.

  • Handicraft Policy 2022 to provide better marketing system for the upliftment of handicrafts, revive traditional arts and extinct arts and create new employment opportunities.

Other measures:

Rajasthan Government has established a dedicated MSME Investment and Facilitation Centre (MIFC) for providing handholding support to MSMEs and 9 Micro Small Enterprises (MSEs) Facilitation Councils for providing support to MSEs in delayed payment cases.

The government has also developed a one-stop-shop facility, “RAJNIVESH”, to facilitate approval from 14 state departments under a single window. 

MSME CONCLAVEINVEST RAJASTHAN SUMMIT 2022

The MSME Conclave will bring together a diverse group of notable business executives, investors, thought leaders, policy & opinion makers and diplomats to discuss the future readiness of MSME sector. This conclave includes a panel discussion followed by an experience sharing session. The panel discussion titled “Growth Strategies of MSMEs” will demonstrate the synergy between MSME sector, sustainable manufacturing practices such as ZED and newly emerging technological trends, such as artificial intelligence, 3D printing, robotics, cloud computing, blockchain, and so on.

The experience sharing session titled “Learn from the best. How to scale your business?”, will feature eminent industrialists who will share their success stories as well as the role that the State Government has played in creating an enabling investor friendly environment.
