It has also been reported that the Standard of Practice for the Padma Bhushan Award deals only with notifying recipients and not obtaining their consent. However, in this case, there was no indication that the client was refusing to accept the award.
According to a tweet from the CPIM, the party’s policy has consistently been to decline such awards from states. They added that it is the party’s job to serve the public, not to accept awards for their work.
