What will be the MSP?

The Center announced the MSP on June 8 at Rs 2,040 per quintal for paddy (Common) and Rs 2,060 per quintal for paddy (Grade A) for the kharif marketing season 2022-23.

Fourteen of the 15 states and union territories which proposed a minimum support price for paddy recommended a higher MSP than the one declared by the Union government.

The Commission for Agricultural Costs and Prices (CACP), on the basis of which the government announces the MSPs for various crops, found that all 15 states and UTs had suggested paddy MSPs between Rs 2,000 per quintal and Rs 4,513 per quintal, based on their projections of production costs.

In addition to these states and UTs, there are Andhra Pradesh, Andaman and Nicobar Islands, Bihar, Chhattisgarh, Gujarat, Jammu and Kashmir, Jharkhand, Karnataka, Kerala, Maharashtra, Odisha, Punjab, Tamil Nadu, Telangana, West Bengal.

According to the CACP’s ‘Price Policy for Kharif Crops of 2022-23 Season’ report, only Jammu and Kashmir proposed a lower MSP for paddy than the one announced by the Centre.

Jammu and Kashmir’s paddy MSP (Rs 2,000 per quintal) was the lowest among the 15 states and UTs.

The most expensive — Rs 4,513 per quintal — was suggested by Telangana.

Assam, Haryana, Himachal Pradesh, Madhya Pradesh, Uttar Pradesh and Uttarakhand (all BJP-ruled) did not suggest any figure for the paddy MSP for 2022-23, according to the report.

A primary crop of the kharif season, paddy occupies a third of the entire area under foodgrain crops, and is responsible for about 40 per cent of the country’s foodgrain production.

According to the Agriculture Ministry, paddy (both kharif and rabi) accounted for 43.82 million hectares and 112.44 million tonnes of the normal area of 126.22 million hectares and production of 278.79 million tonnes (average of 2015-16 to 2019-20).

West Bengal, Uttar Pradesh, Punjab, Odisha, Andhra Pradesh, Telangana, Tamil Nadu, Chhattisgarh, Bihar, and Assam are the major paddy-growing states in India. In the kharif marketing season 2021-22, 1.17 crore farmers received MSP on this crop.

A total of 810.05 LMT of paddy (Kharif Crop 754.69 LMT, Rabi Crop 55.37 LMT) has been procured up until 29.05.2022, benefiting 117.05 lakh farmers with an MSP of Rs.1,58,770.64 crore, the Union Food Ministry said in a statement.

The Centre announced the MSP for all mandated kharif crops, including paddy, on June 8. Paddy (common) was increased by 5.15 per cent from Rs 1,940 per quintal in 2021-22. Absolute terms, the increase of Rs 100 is the highest since 2018-19.

As of that time, the government announced an increase of Rs 200 per quintal – from Rs 1,550 per quintal in 2017-18 – to implement its decision to fix the MSP at “a level of at least 50 per cent over the All-India weighted”.

As for paddy (grade A), the price for 2022-23 is 5.1% higher than Rs 1,960 per quintal in 2021-22.

In addition to paddy, the majority of states have suggested a higher MSP for other kharif crops.

In fact, five states – Andhra Pradesh (Rs 3,334), Gujarat (Rs 5,000), Karnataka (Rs 5,651), Maharashtra (Rs 4,331), and Telangana (Rs 7,712) – suggested a higher MSP for Jowar than that declared by the Union government.

Jowar (hybrid) was assigned a MSP of Rs 2,970 and jowar (maldandi) a MSP of Rs 2,990 for 2022-23. Tamil Nadu (2,940 Rs) is the only state that has suggested a lower MSP for jowar.

Tamil Nadu has suggested a lower MSP for Bajra (Rs 2,318 per quintal) than the one announced by the Centre (Rs 2,350 per quintal). Other states have suggested a higher bajra MSP.

Center has declared Tur (Arhar) and Urad MSP at Rs 6,600 per quintal, while states have suggested MSPs at Rs 6,500-Rs 10,880 per quintal and Rs 6,700-Rs 13,679 per quintal, respectively.

For cotton, the Center announced MSPs at Rs 6,080 per quintal for medium-staple cotton and Rs 6,380 for long-staple cotton, while the states suggested MSPs ranging from Rs 6,026 to Rs 15,890 per quintal.

Police have registered an FIR against BJP leader and former IAS officer OP Chaudhary for allegedly sharing a fake video on social media about coal theft in a Coal India mine in Chhattisgarh’s Korba.

Congress leader Madhusudan Das from Bankimongra, Korba, filed a First Information Report (FIR) against Chaudhary on Saturday under section 505(1)(b) of the IPC (with intent to cause, or likely to cause, fear or alarm to the public or to any section of the public by which any person may be induced to commit an offence against the state or against the public tranquility).

Chaudhary tweeted a video on May 17 showing several people digging an open pit mine and gathering coal in sacks. Chaudhary tweeted, “This is an open act of organised Mafia Raj from the Gevra mine of Coal India in Korba district.”. Thousands of workers are stealing coal openly.g has reached beyond imagination in Chhattisgarh.”

On May 18, Ratan Lal Dangi, Inspector General of the Bilaspur Range Police, under Korba’s administration, ordered an investigation into the video after it went viral.

The Korba SP also attached two thana incharges in the area after the incident.

Chaudhary claimed that the (Korba) collector Ranu Sahu instituted an inquiry into the matter in May after the video went viral.

If alerting the government to coal theft is a greater crime than the theft itself, then the government needs to re-evaluate its priorities. “I’m not afraid of going to jail for it,” he said on Sunday.
